He Said the Forum Strayed From Its Intent. Asked What He Meant, He Told the Homeowner to Go Find It

At the April 21, 2026 board meeting, held online via Zoom, one of the big topics was the board's proposed ACC Guidelines 2.0. Board president Russell Ziegler told members the guidelines were still in the feedback stage, that the board appreciated the comments it had received, and that it was still gathering more. When the…

Financials Governance Maintenance Rules & ACC

The February 17 board meeting opened with approval of January minutes and an announcement that open forum would move to the end of future meetings. The board addressed questions about the amended bylaws and six new policies adopted in fall 2025, confirming both were legally compliant board actions. Financial reports showed an ending balance of $72,788.86, with the largest expense being legal fees tied to the ongoing Lot 25 litigation. Unfinished business included an update on the Lot 25 counterproposal, the upcoming community survey closing March 9, a stalled effort to restore lighting at the Chatfield Estate entrance, and an extended discussion of tree damage along North Chatfield Drive from bark beetles and an apparent porcupine problem. The board confirmed the $250 special assessment will not be returned, as reserves had fallen below appropriate levels regardless of litigation costs.

CEPOAWatch note: The board records and retains meeting recordings until minutes are approved, then deletes them, a policy President Ziegler stated on the record at this meeting. CEPOAWatch subsequently submitted a records inspection request for this recording; the board declined, citing legal counsel's opinion that recordings are not association records subject to inspection under Colorado law (CCIOA Section 38-33.3-209.5). An attorney's opinion is not a legal ruling and is only an opinion in the context of defending the board in the future. Homeowners who believe they have a right to these recordings may wish to consult their own counsel or pursue a declaratory judgment.

About CEPOAWatch

Independent. Accountable. Community-Owned.

CEPOAWatch is an independent publication run by Chatfield East homeowners. We attend every board meeting, review every document we can obtain, and report what we find — without editorial interference from the association.

Our goal is simple: to make sure every property owner has access to accurate information about how their community is governed and their money is spent.

Some people are passionate about transparency — right up until it applies to them. CEPOAWatch holds the loud voices accountable to the same standards they demand of others, because the loud voices and your board count on you not paying attention. We do.

Only Two Months In, the New Board Is Validating the One It Replaced

For over three years, a small group of Chatfield East homeowners contrived a case against the prior board. The case grew from flawed analysis of almost every board action and a habit among some of believing what they were told without checking. But the common theme in all the accusations, that the board is incompetent, culminated in one cornerstone accusation in December 2025. They said the prior board had changed the HOA's bylaws without the authority to do so. Possibly…
